Suspension of Disbelief: UNDER SIEGE 2: DARK TERRITORY

During  the end action sequence Penn's train engineer crashes his locomotive willingly into the petrol express. Why? Wouldn't he jump for it when he saw it bearing down on him? Wouldn't you? And what became of the train crew of the petrol express, why were they never mourned or even mentioned?
