Suspension of Disbelief: JACK REACHER: NEVER GO BACK

Near the end when Jack falls from the roof on top of the baddie the girls gained possession of the pistol. Why didn't they shoot the bad guy then and there, instead of letting the villain give Reacher a thrashing?
