Suspension of Disbelief: SKYFALL

During the opening sequence Moneypenny shoots an assault rifle and accidentally hits Bond. So why didn't she shoot the baddie afterwards? She just lazily watches him go past her. And speaking of this, why didn't Moneypenny give Bond the assault rifle from the get-go?
